One of the recent challenges in distribution system state estimation is the unobservability of DER integrated distribution networks mainly because the utilities do not have the visibility of consumer owned and operated BTM DERs. In addition, the traditional static state estimation techniques cannot be applied to distribution grids because of the dynamic nature of DERs. Thus, there is a need of hybrid state estimation techniques which combine both dynamic and static state estimation methods. The panel will address some of these challenges and discuss solutions for observability analysis and state estimation of secondary distribution networks with high penetration of BTM DERs and demand response enabled loads.
