This tutorial approaches development of radar fundamentals from that sentiment by asking and answering the following questions: Under what conditions can we make application- independent statements about a radar system? What factors inject application specificity into radar design and how? To do this, I have developed the radar formalism slightly different from prior expositions of the subject, and applied the formulation to the ARS-11 air traffic control radar as an example. At several points, I reference aspects of automotive radar as an illustration of the kinds of considerations that occupy a radar engineer.
