A critical part of any electric utility is managing the risk associated with cyber security and the power grid. For municipalities, cooperatives, and public power organizations with limited staff and budget, the challenge is to make the best decisions regarding risk mitigation and staying cognizant of cyber security regulations, standards, and best practices. This report is the result of industry experts reviewing the challenges of smaller electric utilities and providing guidance in developing, maintaining and sustaining a cyber security program to maintain an acceptable risk profile. A significant portion of the report focuses on determining the appropriate cyber security regulations, standards, and best practices for optimizing available resources.
